The focus of Main Street work is community revitalization. Downtown Colonial Beach is part of the Virginia Main Street network which falls under the Virginia Department of Housing and Community Development (DHCD).
DHCD offers gap financing programs for commercial, industrial, and downtown redevelopment. These funds target blighted properties to create shovel-ready projects that catalyze private investment and job creation in distressed regions.
Key Revitalization Financing Programs
-
Industrial Revitalization Fund (IRF): Provides gap funding (grants or loans) of up to $1,000,000 per project to redevelop vacant and deteriorated commercial or industrial structures.
-
Community Development Block Grants (CDBG): Supports business district revitalization efforts. DHCD offers planning grants to develop community-specific strategies as well as larger implementation grants for downtown improvements.
-
Virginia Main Street (VMS): Offers community-based grants and technical assistance tailored to revitalizing commercial historic districts.
Colonial Beach is included in the Virginia Enterprise Zone network, and also has been designated as a Virginia Technology and Tourism Zone.
